feat(github): adopt the scm repository

Import unmango/github and its main ruleset so this repository's
settings are code like every other repo. The resource is named scm and
repoName keeps the current GitHub name until the rename. ignoreChanges
covers the settings that differ from PublicRepo defaults so the import
succeeds.

PublicRepo gains rulesetOptions, matching repoOptions, so an existing
ruleset can be imported.
